I admit it is interesting though. But I have seen this on many occasions before. Both Newsweek and Time often have different covers (and inside stories) in their Canadian issues.

It's all about selling magazines.
Maybe the publisher feels that "Losing Afghanistan" will sell in most of the world but not the US. They are probably right.
Question is not just why isn't the American public interested but also why is the world interested? Yes, it possible they are concerned for the plight of the Afghans. It could also be schadenfreude over Bush's military plans.
