This question invites a skewed result. Because George W. Bush was the post 9-11 President, he will have done more than Clinton. However, if we evaluate them before 9-11, then Clinton did far more in the last eight months of his tenure than Bush did in the first eight months in office. You have to believe that Bush is devoting big bucks and big resources to hunt down and kill Osama. This would be a crown jewel for him and the Republican Party just now.
No, it doesn't margaret. The first World Trade Center attack happened in 1993 when Bill Clinton was president as did the embassy and USS Cole bombings. There were plenty of attacks during Clinton's tenure that killed people.
It is also a highly relevant question because of the controversy over "who did more". One can make a case for or against Clinton as well as for or against Bush. Take your best shot.
George bush, in that he has actually done something to go after al-qaeda. 5000 dead terrorists, and a good number of their upper ranks wiped out under bush.
Under clinton . . . . we pulled out of somalia, thus giving bin laden the reassurances he needed that america was a weak nation, easily forced to surrender at the first sign of american blood, leading him to go ahead with 911. No significant number of terrorists captured or killed, but he did keep one intern busy, possibly preventing her from running off and joining al-qaeda. We'll give him that one.

At least, when Clinton was shooting at bin Laden, he had credible intel that he was there at the time. Can Mister Bush say the same?

The Bush administration was in bed with Bin Laden and they used each other to promote their agendas. It's hard to believe that there are idiots with feeble enough minds to believe that Bush has done anything of value. In fact terrorism has escalated since the Bush Bums took office.
Hey Herzog, don't be jealous of Clinton's sex life, keep practicing and maybe one day you won't have to do it alone.

Clinton tried harder, and with less motivation than 9-11.
The War in Afghanistan was larger than all the responses to terrorist attacks under Clinton's watch. Saying that, 9-11 was larger than all the terrorist attacks Clinton had to deal with. Did Clinton drop the ball? Sure. Did Bush? Sure. Scales were different but so to were the attacks.
