I don't see Cuba developing nuclear weapons because they were put on a list. Nor is Libya as far as I know. I have said it before and I will say it again: North Korea was trying to get nuclear weapons BEFORE Bush. Claiming that it was a last minute decision by the North Koreans in response to Bush supposedly being 'too assertive' (even though he was actually ignoring this problem) is false. The North Koreans have long been provocative, and claiming that they only wanted nuclear weapons when Bush was in power is simply not true. North Korea has made a lot of progress toward nuclear weapons under Clinton, and they simply finished what they ahd already started under Bush.

Simply blaming Clniton only diverts attention from the question and absolves the neocons from responsibility for their total failure to dissuade North Korea from finishing development of nuclear weapons. And yes, Bush's verbal assaults without anything to back it up (sounds like Bush's life philosophy), has encouraged those nations, who are hostile to the U.S., that want nukes to continue their work toward getting nukes. Bush = failure.

However, this option doesn't necessarily exclude the fact that North Korea was developing nuclear weapons before Bush's administration.

Cranky- I truly do not believe that North Korea only tried to get nuclear weapons only when Bush was in power.

When Your Country is on record as the only one to ever use this type of weapon (justified or not) you are not in a position to convince other Countries why they should not have the ability to do the same if they deem it to be justifiable...in other words the genie is out of the bottle...TALKING about pre-emptive strikes didn't help either...(even if it is your policy)
