Let's say that Bush and the pro-war neocons feel the UN isn't doing enough to stop North Korea from developing a nuclear program. Bush claims that North Korea didn't have the right to withdraw from the Nuclear Non-proliferation Treaty, so is in violation of international law.

That being the situation, does Bush have the right to order the U.S. forces to attack North Korea, using the justification that in the opinion of the U.S., North Korea has violated international law, and that gives America the right to invade, even over the objections of China, South Korea, and Japan, which fear being the targets of nuclear retaliation from North Korea?

Well you can't go around saying you are a "nation of justice and laws" and then turn around and totally disregard the very same international laws you invoke to get your way when another country is doing something you don't like. Wow, sort of like what Bush does! He invokes the rule of international law when ever he feels like it, say with regard to Iran and Korea, but then he himself throws it aside when it pleases him. Americans really need to travel abroad more, or at least talk to foreigners more, becuase our reputation is so in the toilet that it will take an awful lot to get it back. I'm sure some narrow minded Americans will think "big deal." Yeah, it is, because notice how we now have to beg and whine to get international organizations to even take us seriously. Cheney should be depicted as the evil Palpatine in that picture.
