I think when they apply Teflon they heat it much hotter than it gets when you cook.

If you do a little search on Google, I'm sure you could find the answer. The reason Teflon isn't sticky is because the Teflon molecule is surrounded by flourine atoms. Flourine is the most electrochemically negative atom on the periodic table, so it does not want to readily bond with anything. However, you can make one side of Teflon sticky by using a reducing agent to break away the flourine atoms. This will leave that side with the ability to bond with other substances such as the metal from pots and pans.
