At the risk of providing cover or support to unquestioning supporters of an illegitimate war, I have to say 'yes.' If Iraq is to have even the illusion of being a sovereign country, and not a puppet government of the US, they have to have the authority to make such orders.
They could have disobeyed if they wanted to, but that would have stirred more anger against them. It is in the USA's self-interest to listen to suggestions from the Iraqi government. To have refused would have created a back-lash among the civillians. The Iraqi PM's request was quite small, and there was no significant enough geopoltical reason to oppose it.
I think it was a bad move to abandon the check point because now insurgents will have an easier time moving weapons and men in and around the city and thus violence will increase.
It did more good than harm to support the Iraqi government.
If Iraq is to truly be a Sovereign nation, they should control what happens in their Country...It's unfortunate it has come down to this but now it's apparent not enough thought was put into this endeavor...
