Not really but.....
I know what you mean. Something like it might work if #1 the overweight person wanted it and #2 the obesity was from actually overeating and not gentics. You shouldn't make the voltage so high that the person is electrocuted from it, or people will say, "Better fed than dead".
How about a microchip implanted in the brain, which, when stimulated by a calorie/fat/carb overload, makes you want to puke?
