What better person to be in charge of reforming the UN than one who is critical of the way it is now? What better person to change it for the better than one that is aware of and is honest of its current flaws? He might try to reform it into something useful.

Sounds like a good idea. It would get him away from his computer keyboard, and he'd lend a sympathetic ear to tall tales of WMD and yellowcake from wherever.

He is certainly vary critical of the UN (often rightly so) and he is very good at pointing out its flaws.

Is he any good at recommending how to improve the UN?

I don't know.

If the UN is looking for someone to criticise it then Herzog’s the man for the job.

If the UN is looking for someone who believes in its potential and can lead it forward and improve it, then no I don’t think Herzog is your man.

I would be tempted to oversee its demise.

But if I had absolute control to get things reorganized then I'd keep it around. First off, all you tinpot dictators, out. You can hang around and listen, but you get no vote. Any government that is not a respresentative democracy with a reasonable adherence to human rights, you can bitch and moan all you want but you aren't getting any say in the way the world is run.

That alone solves most of their problems. Get a union of democracies, actually committed to ending war, promoting freedom and prosperity and something good may come of this. Otherwise, well, anyone who has been paying attention knows what the result is.

If by "secretary general" you mean "strung up by his feet over alampost and given the "full Mussolini Treatment", then I suppose the answer is Yes, he SHOULD be the Secretary Genaeral of the UN.
