Yes and no,the trends are more complex than that.(FE northern Italians and ethnically German Swiss score quite high)
Generally Poles do comfortably well with in terms of IQ,what exactly that is and how accurately it's extrapolated is another discussion altogether.
As for "Dumb Polacks" I recall a story about Polish calvary brigades (on horseback) attacking and killing many among a German Panzer division while they were out of their tanks resting.The Polish calvary was then laid to waste by a motorized machine gun battallion.After removing their own dead the Germans took photos and then published the photos making the Poles look foolish when in actuality they quite effective concidering their situation.
Some of the finests alchemists were Polish. One of the greatest things Polish alchemists did was to discover the Chinese secret to making porcelain.

i know a few people from Poland and they are very intelligent. Some of my ancestors, as well as my spouse's ancestors were Polish, and our kids are in the top 5% of their class.
The notion that Polish people are dumb simply developed because their language is so different from Engish and difficult to understand - that Americans just assumed they were stupid because they had a hard time communicating.

Polish are an honourable people. The nazis went after the scientists and intelligencia (hence the "dumb" Polish jokes)
Then they kinda got fucked by the alies in WWII, they fought hard alongside the British and then the whole country was betrayed and left for the communists. Anyway back to the question, Poles are hard workers, very intelligent, are skilled machinists, toolmakers, engineers,...yadaa yadaa.

oddly enough - the Poles are still getting screwed by their allies....
Their stubborn independence is one of the traits that left them vulnerable prior to the world wars - they didn't want to give up their local autonomy to a king and thus fell prey to invaders that were more organized. I suppose they made a bid for freedom as opposed to security.
by the way - the Poles I know can speak English - can you speak Polish?
