You mistake something : France has a very strong defence (2nd budget in term of size after the education), but they don't want to conquer the world. They just want to live in a peaceful world.

So the question is "Why does France even have an army ?" : France has an army because she has an army for years and years. You can't understand this army is part of the nation and has a past of traditions and courage(I remember that american army need 12hours to kill 2 mens in a house (Saddam's sons) because they're afraid to be killed...).
The French fight when it is possible to fight, just like everyone else, and they give up when all is lost, just like everyone else.

the USA, most studies show, have less than 70% literacy. even the CIA say that the literacy of the USA cannot exceed 85%, based on census information. Britain however, is the most literate country in the world - you got that one right.
I hate to disapoint you British bloke, but America's literacy rate is 98% while the UK's is 99%. Your not as smart as you think.
