The White House has been examining a proposal by James Baker to launch a Middle East peace effort without Israel.



The peace effort would begin with a U.S.-organized conference, dubbed Madrid-2, and contain such U.S. adversaries as Iran and Syria. Officials said Madrid-2 would be promoted as a forum to discuss Iraq's future, but actually focus on Arab demands for Israel to withdraw from territories captured in the 1967 war. They said Israel would not be invited to the conference.



“As Baker sees this, the conference would provide a unique opportunity for the United States to strike a deal without Jewish pressure,” an official said. “This has become the most hottest proposal examined by the foreign policy people over the last month.”



Officials said Mr. Baker's proposal, reflected in the recommendations of the Iraq Study Group, has been supported by Secretary of State Condoleezza Rice, Undersecretary of State Nicholas Burns and National Intelligence Director John Negroponte. The most controversial element in the proposal, they said, was Mr. Baker's recommendation for the United States to woo Iran and Syria.



“Here is Syria, which is clearly putting pressure on the Lebanese democracy, is a supporter of terror, is both provisioning and supporting Hezbollah and facilitating Iran in its efforts to support Hezbollah, is supporting the activities of Hamas," National Security Advisor Stephen Hadley told a briefing last week. "This is not a Syria that is on an agenda to bring peace and stability to the region."

Officials said the Baker proposal to exclude Israel from a Middle East peace conference garnered support in the wake of Vice President Dick Cheney's visit to Saudi Arabia on Nov. 25. They said Mr. Cheney spent most of his meetings listening to Saudi warnings that Israel, rather than Iran, is the leading cause of instability in the Middle East.

Is there any doubt that this meeting will simply be used as an excuse to bash Israel, blame Israel for all the middle easts problems, and accomplish absolutely nothing?

It depends on whether Baker is overly optimistic in attempting to "flip" Syria into ending shipment of arms to Hezbollah.

Syria and Iran will suddenly become free, open and civilized societies? Yeah right. I'm sure Israel is the cause of their barbarity. Wouldn't have anything to do with the leaders of those regimes, would it?

I'm beginning to think James Baker is a traitor. He wants the US to become pals with sworn enemies like Iran and play nicely with a state supporter of terrorism (Syria - well Iran too). He somehow "thinks" that these two countries can help bring peace to Iraq. Yeah right. After they take it over and after the US cuts and runs.

It is truly amazing the lengths barbaric dictators will go to in order to foist the blame for their incompetence onto others.

I think that the hostility that exists between many Arab countries and Israel IS a genuine stumbling block to peace. I'm not pointing the blame at Israel as the sole reason for this. But is it not worth a try? Won't Iran and Syria be more inclined to talk if their enemy is not present? This is no time for sensitivity, something needs to be done, and I think the idea has merit.

I guess if this deal is about Middle Eastern peace, this must include Israel, since many problems there are with Israel...so if they wanna solve finally, all countries in the Middle East must be present!

Israel is already being scapegoated for the problems in the M.E by Baker and his Saudi masters.Remember Baker is the same guy who defended the Saudi government from a law suit brought by the families who lost love one on 9/11, I doubt that he has America's best interest in mind.

I think this Baker person is incredibly naive. What does 'involving Iran and Syria' even mean? They are both part of the problem, not the solution.

Meanwhile, perhaps an Asian peace conference can be set up in which North Korea is invited, but Japan and South Korea are not, where Pakistan is invited, but India is not, where Taiwan is invited but China is not. Sounds ridiculous, doesn't it? That's because it can't be a truly effective regional peace conference if only one side is invited.
