If it's an ongoing investigation, many times they arent released to the public until after they're used in the investigation or in court. That and what Fiddle said.

A violation of curfew only applies to minors and the video tape nondisclosure is justifiable under privacy laws pertaining to minors Parents could sue department not just for the assault but also for leaking the tape.
