Title IX states, in legalese:

"No person in the United States shall, on the basis of sex, be excluded from participation in, be denied the benefits of, or be subjected to discrimination under any education program or activity receiving Federal financial assistance"

Before Title IX's implementation, only 1 in 27 girls played high school sports. In colleges, only 2% of of the overall athetic budges were set aside for women's sports. There were virtually no college scholarships for women's athletics.

The part of Title IX that typically gets the most attention is in it's relationship to college athletics. The act is meant to provide an equal 'playing field' for women and men in college athletics in terms of the way that money is spent to support college athletics as a whole.

For example, consider a college with 90 female athletes and 115 male athletes and a scholarship budget of $100,000. An equitable distribution of funds would award $44,000 in scholarship aid to female athletes and $56,000 to males.

Supporters say that the work is not yet done, that women make up more than 50% of those attending college currently, yet receive only 32% of the athletic operating budgets on average.

Opponents say that Title IX is unconstitutional, forcing colleges to remove long standing men's sports such as wrestling or swimming, and that Title IX should not make changes at the expense of men. Title IX creates a queue for males and a shortage for females who are willing to participate in college sports, leaving many males unable to participate in college sports.

Opponents also point out that, while equality is important, it should be balanced based on other factors such as popularity of the sports in question and the ability of the sport to create revenue for the school. Many of the women's sports in place are obscure and do not meet the needs of the school or surrounding community on the basis of social quality. People just do not want to go watch women's bowling.

Opponents believe that social norms have also changed enough to allow for a more level field of play without having the need to have legislation using it's heavy hand to enforce equality.

This is a complicated issue to be sure, what is your opinion on Title IX?

It's perfect the way it is and should not be changed
It is not good enough, more work is needed to help women's sports
It needs to be revamped, it's too stringent and hard on men's sports
It should be done away with, social norms have changed, legislation is not needed in this way today.

What I've read on title IX before is that it is title Vs gender based twin. Title V and title IX are both part of the Civil Rights Act of 1964, and deal with civil rights for minorities and women in general, although college athletics is the part of it I don't know that much about. I'm sure that alumni, money and fame are what colleges care about, but a more important issue to me is that title IX ended more serious forms of discrimination. For example, a Cannon Supreme Court decision used title IX to end discrimination against women applying to medical schools. As far as sports are concerned, remember Billy Jean King? I think women's sports will be popular at some point.
