The Kyoto Protocol expresses the view that New Zealand is much more concerning, as it requires, pressures and obligates New Zealand to reduce its carbon emmisions, while it doesn't obligate China to reduce anything...

So what do you think?

I think China ia the bigger concern here. It pollutes much more than New Zealand. There are more sheep than there are people in New Zealand. China is an industrial giant.
