advice : IS IT JAY WALKING?

On my way to an appointment today, I saw a guy in a motorized wheelchair cross a busy intersection stopping traffic.

A police car was the second car back having to wait on the wheelchair and immediately turned on his lights, pulling the wheelchair over.

You can't call it jay walking if he isn't walking, so what do you charge him with?

I'd say charge him with "jay rolling", but that might cause some confusion in court about the nature of the offense.
