this has been a conspiracy theory for years.
a couple of questions -
- so the building of these facilities started under clinton?
- if it stretches back as far as 1975, what's taking them so long?
- is our entire government in on it?
- does that mean that we cannot trust our military or domestic police forces, since they would have to all be in on it?
what these "facilities" really are, are housing. the country identified a severe shortage in housing in case of a national emergency. mostly it was determined that if we were to have a flu pademic like the one in 1918, we have no place to house people who are quarantied. second reason was there was a report done that said should there be a mass migration of people across our border for what ever reason, there's no place to temporarily house them.
this kind of story is kind of absurd. one it would mean that our entire armed forces would have to be willing to arrest and imprison their fellow americans. two it would mean our own police forces would have to do the same thing -- that's not going to happen. three it would mean that our entire government would have to be in on it successively -- since presidents only serve 2 terms, it would be kind of stupid for one president to support this, when he has no idea who will be elected after him ---- unless there is some grand scheme to istall a president for life and that's not going to happen.
re: the border fence along mexico. you mean to keep us in? hmmm, what about the canadian border? are they going to fence that sucker off too? hardly.

it also stretches back to ww ii and fdr. no nation can remain unprepared for a cataclysmic event. face it -- if we had one, like katrina and the government was totally unprepared -- as they were, we'd be complaining. if they try to prepare, we panic and start thinking the worst like it is some dark secret plot. for a dark secret plot, it's anything but a secret. 
Well, golly gee. I'm shocked. The USA built all those concentration camps for Japanese Americans during World War 2, so this wouldn't be the first time.
Why don't you ask Jimmy Carter (and every president afterwards that let it stand) why he implemented by executive order the FEMA agency? This authority of this group allows it to do away with the constitution. Here is just a things it can take over without any compensation or due process of law:
* All United States communications facilities
* Electrical power, petroleum, gas, fuels and minerals, public and private
* Food supplies, agricultural lands and facilities
* Transportation of any kind, including private, and control of seaports, waterways and highways
* Civilian labor forces without regard to financial remuneration (this comes from the law "DEFENSE PRODUCTION ACT OF 1950" which authorizes this.
* Health, education and welfare institutions
* All airport and air transportation, public, private and commercial
* Railroads, inland waterways, and public storage facilities

Although more insidious, this law follows in the footsteps of other unnecessarily repressive legislation.
In times of war and national crisis, the government has targeted immigrants and dissidents.
In 1798, the Federalist-led Congress, capitalizing on the fear of war, passed the four Alien and Sedition Acts to stifle dissent against the Federalist Party's political agenda. The Naturalization Act extended the time necessary for immigrants to reside in the U.S. because most immigrants sympathized with the Republicans.
The Alien Enemies Act provided for the arrest, detention and deportation of male citizens of any foreign nation at war with the United States. Many of the 25,000 French citizens living in the U.S. could have been expelled had France and America gone to war, but this law was never used. The Alien Friends Act authorized the deportation of any non-citizen suspected of endangering the security of the U.S. government; the law lasted only two years and no one was deported under it.
The Sedition Act provided criminal penalties for any person who wrote, printed, published, or spoke anything "false, scandalous and malicious" with the intent to hold the government in "contempt or disrepute." The Federalists argued it was necessary to suppress criticism of the government in time of war. The Republicans objected that the Sedition Act violated the First Amendment, which had become part of the Constitution seven years earlier. Employed exclusively against Republicans, the Sedition Act was used to target congressmen and newspaper editors who criticized President John Adams.

I don't know what to think, but I'm glad the U. S. at least has frequent elections. Enough bad things have happened in the past to cause concern.
Kev- There are programs within the CIA and the Military that the executive and judicial branch of the government are not privy to and only a few special Oveersight congressional leaders are made aware of.
So it's irrelevant who the next president is. He's not going to know that the program even exists.

Actually, the program has existed since the 1940's. In the 70's, there was the appearence that the program was being disbanned, but it just went silent. Then in the late 1980's, near the end of the Reagan Administration, the program began to pick up momentum with the increase of the military's budget.

Since it is a military program and is only allotted a percentage of the military budget, it's progression is proportional to the military budget. When military spending is increased, progress increases, when it decreases, progress decreases. Since 9/11, Bush allocated special funding to the military's budget specifically for this program with specific design to begin overtly with overseas facilities, and covertly proceed State side.

As much as is necessary. The CIA has been involved in *Tactical Training* of Law Enforcement over the past decade. Never do they directly report the perpose. Some reasons given are Gang suppression, Riot control, Civil Emergency, Etc., but yes, the entire Law Enforcement and Social Services agencies are involved in some degree.
In 1997 or 98, A survey of military personel was conduct asking soldiers if they were given the order to fire upon US citizens, would they obey the order?
I don't recall the exact percentage of soldiers who answered yes, but it was a reletively low number. In the teens I believe. Maybe 16%.

I'm sorry for having to say this my friend, but that's a rather incredible question. Have you ever felt confident in trusting the government? I mean, one of the first things out of a police officers mouth is *...anything you say can and will be used against you.*
To quote George Washington *Government is not reason; it is not eloquent; it is force. And like fire, it is a dangerous servant and a fearful master.*
Now I do agree that it is necessary for preparations of a National Emergency, and there are contingencies in place for rapid relocation of the populace. But, the idea that the government will use these facilities for the reasons stated, is 100% viable in the wake of the 9/11 attack.
The plan is in motion to introduce, first, National ID Cards, Then, ID Chip implants. Every citizen will be required to get an implant and those who don't will be considered a dissident and find themselves marked for *relocation*, if thats the word you prefer, in one of these *Relocation Facilities*.
Now, I admit that I do not know the time frame for all this to manifest itself, and that I'm speculating on the placement for refusing the implant, but I'm confident this is going to be the case. I give it a decade.
Thanks for the input FFLSD, You are exactly right. My concern about this is that the government may be manipulating the strings to usher this ahead.
Call me Paranoid, but it's not the first time the government has precipatated dissent, abused it's authority and engaged in a conspiracy to force the will of the people. After all, we're just a commodity and when we become a liability, well, we're disposed of.
