I'm not sure, but I thought tone deaf is more of a figurative term than a literal one. Meaning it's not that you can't hear certain tones, but that it's hard to differentiate between different ones and you can't easily recreate them. In other words, you hear the difference, but you don't know why they are different.

Because, when tone-deaf people sing, they invariably grate on everyone's nerves. I figure it would taqke something in a higher pitch to accomplish that...

People who are tone deaf have lost the ability to hear one or more frequencies between the 100 to 20Khz range. This means that though my hearing is otherwise fine, I may be unable to detect (hear) sounds in the say 1K to 5K frequency range. this would be the mid range hearing loss. I could hear high and low pitched tones fine but not hear you or hear muffled sound when you are talking becuause most people's voices' are in the 1 to 5KHz range. Your considered to be hard of hearing.
