The media is reporting he fled but there's no proof he's fleeing Iraq. He's been to Iran and back numerous times during this conflict. The real questions why is this story being leaked to the press and who leaked it.

It's possible that he might want to lay low for a while but i doubt the americans want to kill him. The shi'ite factions would go ape shite and then another 21,000 reasons would have to be sent to iraq the kill the new Muqtada and his acolytes.

If he's returns to Iraq (again) after the troops increase will that mean he doesn't fear the escalated troops?

Probably waiting until 2008 when obama/clinton take the whitehouse and offer him the presidency of Iraq in exchange for vague promises not to build nuclear weapons, this year, or at least not too many.
