I don't think blaming people who did not actually carry it out is right. The blame lies solely on those who carried it out.

Although both bush and clinton could have possibly prevented it, the blame lies solely with those responsible.

I don't blame FDR for pearl harbor, and likewise I don't blame our current president for 911, although many do, but lack the integrity to state so publicly.
