More shelters would be a better idea. They need the chance to feel "connected" to other members of society... believe it or not it helps. I think in even dire situations...
We have a homeless guy in this town we call "nails". Because his nails are so long that they curl. He talks to himself and looks a bit like howard hughes, but is realtively harmless.
How about some real homes and some sensitively for some of the most unfortunate people around. Some 800,000 or more are homeless and 25% are America's veterans. Some way to treat people isn't it. Sorry, I don't find this issue a "joke".
