Deception plays a key role in many animals survival and therefore is a component of evolution. A walking stick is not in fact a stick but the fact that it looks like one has ensured it's survival. I think humans lie for a variety of reasons. Tact being probably the most common. Whose going to tell their grandmother her cookies taste awful when she took the time to make them for you. But sometimes lying is an essential element of survival. Especially when a government is corrupt, such as all the hiding places and escape routes Jews used to escape capture from Nazis.
