He is a fervent supporter of China, but he lives in United States. He supports the liberation of Tibet by China, and he believes that the exiled Dali Lama is a criminal that should be deported back to China.

He believes that all the ruckus in Tienamen square was the result of criminal gangs attempting to overthow the government, and he thinks that US shouldn't have given asylum to those who escaped prosecution.

Did I mention he is a rich inflential person, who wants to have a hand in US politics?

He will fund any candidates who will support policies of the Homeland China, and he will lobby the white house and ply them with $$ to have pro China policies. He has already influenced enough congressman to favor trades with US, which allowed flooding of cheap chinese products without tariffs, and subsequently bankrupted many US manufacturers in the heartlands of america.

Is he a spy? if not, what would you call him?

He is a spy, albeit an overt one.

Clearly, your friend fits right into the U.S. Political System. He has strong opinions and supports them with bribery (oops, lobbying) of public officials. Maybe he's a spy, or a traitor, or just the owner of the Chinese food chain.
