Very tough call. Silence of the Lambs and American Psycho are 2 of my top 5 favorite movies for sure.

I would say Jigsaw from the Saw movies: he's so creepy. He never kills anyone, he finds a way to pressure his victims to kill themselves and each other. His philosophy: "Those who don't appreciate being alive do not deserve to be alive." So he targets depressed people, people on drugs, etc. Cruel.
... Plus, he is too smart: complext plot (which is why it is so important to watch these movies in order); everything is a calculated trap, with a special twist at the end of each film in which he outsmarts everyone (including most-likely the audience watching the movie).

Though it's not on your list, I thought the serial killer in Manhunter (played by Tom Noonan) was great! :D
