no. internet law is very complicated. in a sense, everyone is anonymous on the internet unless they opt to reveal their identity publicly. so in other words, if someone joins this site, they can still use fake information, or, they can reveal their identity to you if they chose. but if you are the only one that knows their real name, etc., and they opt to remain anonymous on the public portion of the site, then in reality, you're be getting a restraining order against an individual that does not officially exist. thats why when somone on here starts talking about slander and libel, it wouldn't hold water. how can you slander or libel a screenname? you can't. you can only libel and slander a real person so the person claiming they were libeled or slandered would have to have revealed enough about themselves to make the libel or slanderous action detrimental to their image, etc. why do you ask? make sense?

I doubt it, since it's all too easy to create new usernames and access public-use computers.
If their threats or stalking is of a serious enough nature, law enformcement and service providers can track down who they are. Whether that will actually stop them or not is a different story.
Only if you get the police to link the IP address to a real address, and have the evidence needed to do it.
