prediction : IS BUSH A LIAR OR JUST INCOMPETENT?

If Bush's motive in Iraq is to help the Iraqi's gain freedom, peace and independence then he is failing and is thus incompetent. if he is lying about his motive and is there to gain a monopoly on their oil reserves for his friends then he is successful and thus simply a liar. If his economic policy is aimed at helping small businesses and the working man then Bush is incompetent. But if his real goal is to help the rich get richer and screw over the poor then he is a successful liar.
What do you think? Is Bush a liar or just incompetent?
