Anytime after the agreed time. It may not be his or her's fault but regardless the individaul is late.
It depends upon the reason for the lateness, some events are beyond our control... However, if the late person puts off the lateness as no big deal and suggests that you get a grip and relax, then I maybe a tad put off by that...
60 minutes after 2:00pm, also known as 3'0'clock. Although it wouldall depend on the reason. Oh, and do you have any idea where that shopping centre is? It looks familiar (though Im sure there isnt a great deal of variation in the architecture of different shopping centres)

"Oh, and do you have any idea where that shopping centre is?" I was in Sante Fe a few months ago, and was in a mall for a little while that looked a lot like that. Pretty sure that's it. And yeah, 15 minutes is late.
