rights of victims should always come first.
I don't think the victim (true victims, not some 16 year old who has consensual sex with someone over18) should ever have to bump into the perpetrators out on the street. They should be put in prison for the rest of their lives, or at least for the lifespan of their victims, and should be made to work in the institution, 15 hours a day, to pay restitution to their victims.
With that, there should be as serious a punishment for those who falsely accuse others of such crimes too.

lock em up for life for repeat offenders. lock up first time offenders and try rehabiliation. for repeat offenders, they have a method of castration. it's like a chemical castration. do that too.
