The spill was a puddle of 9 gallons of highly enriched uranium that came within 4 feet of an elevator shaft. Had the spill overflowed into the elevator shaft the puddle could have turned spherical and was in danger of causing a chain reaction - resulting in acute health problems and possible death for many of the plants workers.

Apparently, after the spill, the Nuclear Regulatory Commission changed the terms of the factory's license and gave the public 20 days to ask for a hearing. But the public didn't ask for a hearing because they never heard about the spill. The memo saying the public had 20 days to ask for a review was classified "For Official Use Only" and no member of the public ever saw it. The factory makes submarine fuel.

In 2004, the Office of Naval Reactors, part of the Energy Department, reached an agreement with the commission that any correspondence with Nuclear Fuel Services would be marked “official use only.”
