My husband started getting tats at 13...i prefer my kids to wait and ofcourse they will because they are raised different. I was raised where nobody cared, so it didn't matter if i got a tattoo or got myself murdered...but my kids are different. I LOVE them. If they truly want something at like, 16, then i might concider. Depending on what it is.
