Who decides what is "better"? The human race (as well as other species) tends to improve and survive better with a large genetic diversity. Whatever trait you "breed" for or genetically enhance is likely to have negative unintended consequences. BTW, eugenics mostly went out of favor with Hitler.

How would this be done? By not permiiting those thought of as having inferior qualities from mating? Those inferior qualities might prove to make us better equiped to survive.

Way too many complications. But I'm sure it seemed like a good idea at the time.

Scientists have been finding ways to prevent the birth of babies with certain genetic "defects" for decades now. Its only a short expansion of implementation, rather than principle, towards the sort of eugenics you describe. Note also from the previous comments, that people tend to automatically assume that this genetic manipulation will be FORCED upon the public, rather than requested.
I don't see anything wrong with using genetic engineering to get rid of birth defects and the like, but if we were to use it on all humans, it could eliminate individuality. but if a certain segment were augmented, the rest of us weren't, it could actually lead to wars. I believe it's the military pushing for the idea of using supersoldiers, but the religious groups are against it for morality reasons.

Improvement is generally a good thing. Make it better, stronger, more beautiful, more effective, healthier, faster, more affordable. If some humans resist improvement, they shall be lost in the dustbins of history.
Voted : yes, but not to "improve" dispositions
I'm in favor of genetically improving people's intelligence, abilities, health, and looks, so that they can have more freedom to choose what they want to do. However, I'm not in favor of "fixing" personalities because that takes away freedom. Society may have a preconception of what is a desirable personality, but society itself is often the problem.
