Since *when* does protecting your children qualify as "genocide"? If they'd done a better job of protecting the children themselves, IMO, then the federal government need never have intervened. Or am I missing the boat again?
It seems like a case of benevolent neglect. I know that when Native Americans were forced onto Reservations, they had a great many problems with alcholism and gambling. It seems to stem from government interference and lack of understanding of the indiginous culture. It's really sad it has come to this state of affairs.

Declaring Martial Law in that province might be more appropriate. Child abuse is serious, and if it runs rampant, then desperate measures might need to be taken. Perhaps the government should give the aboriginal government an ultimatum concerning the use of martial law if their "problem" isn't appropriately addressed. That having been said, (In reference to the anti-alcohol and pornography clause) We had a similar plan in the states. In Oklahoma it was once illegal to sell alcohol to the Indians. This is a legally complicated matter. You shouldn't deny alcohol and pornography to one class of people, based upon their ethnicity, and make it available to others; however, if you have convicts of pedophilia, or other crimes which have been determined to have a direct correlation to the person's crime, then you should be able to make it a part of the terms of that person's parole. Not all alcoholics or users of pornography are pedophiles or sex offenders. Either ban them completely, or wait until someone has committed a crime related to their use. That's just my opinion. I'm sure someone with a better understanding of Australian politics will correct any misconceptions from which I may have spoken.
