Send him to China instead, and threaten to send more of his parishoners if China doesn't straighten up and fly right...

Send him to Saudi Arabia or to some areas of China where just toting a Bible can get him jailed or stoned.
I'd hope that would make him realize the value of personal freedoms and choices more, but I seriously doubt it. At least he would get a taste of his own medicine.
