The DMV did somewthing like this to my boyfriend. There is a catch 22 when you get a new car and have to get a license for it. They fine you for the time you have the car registered with no license. There is a provision they don't tell you about where you can bring the registration in and get a temporary pass so you don't get fined. My boyfriened found out ahead of time and got the pass. When he went to get his license, he was AUTOMATICALLY fined. He showed them his pass and they got acted pissed. Anyway, he walked out with his license AND the money they tried to STEAL from him.

IMO, they simply hire better lawyers to help them skate on the charges. I once saw a stat that said that Ken Lay's lawyers billable rates ran in the five figures. Per hour.
