WHY IS THE WHITE HOUSE BLOCKING A STATE FROM REGULATING GAS EMISSIONS?

Two years ago, California asked the EPA to approve a waiver allowing it to have emission regulations stricter than the federal standards. If California gets such a waiver, a dozen other states are in line to request it as well. It seems however that the Bush's administration is opposed to tightening regulations on the level of pollutants released from vehicles. The transportation secretary has been actively lobbying governors and representatives in auto-producing states to block California’s request, as revealed by a series of e-mails obtained by Congress. This is happening at the same time as Bush is meeting with global leaders trying to convince them that he is serious about reducing greenhouse gasses.

So why is the administration on the one hand trying to convince the world it is serious about reducing harmful emissions while on the other doing everything it can to stop California from actually doing it?

It’s better to have a national inefficient standards than piecemeal effective ones
The national auto industry will lose profits and cut jobs.
Cutting greenhouse gas emissions is not politically viable, but the WH doesn’t want to admit it

I though burning gas was good for us though, the more the better, pump 'n burn, pump 'n burn! This is what I learn from the wizards of B&W anyway :)
