The Bush administration refused to listen to CIA warnings and advisors from the previous administration. Even when there were reports from flight schools of young foreign ment wanting to get training to fly but not to land.

I would say it was a convenient mix of ignorance and incompetence.

...and neither could have the Democrats, as proven by numerous attacks on their watch.
The goverment's top priority was to keep the passangers on those hijacked planes safe. 9/11 kept them completely off guard.
