The Bush administration refused to listen to CIA warnings and advisors from the previous administration. Even when there were reports from flight schools of young foreign ment wanting to get training to fly but not to land.

The goverment's top priority was to keep the passangers on those hijacked planes safe. 9/11 kept them completely off guard.
