If the goverment knew, Why wasn't the WTC evacuated? Also, 9/11 had a terrible financial cost as well as a human one. They wouldn't let it happen, in fact it would make more sence to stop it just in time and take credit. Bear in mind too that if the Bush administration was in league with Al-Quaeda, Osama could damn the US for all time by exposing the links.

If they had known and could have stopped it, they could have used the credibility they acquired in stopping the attacks to claim Iraq was behind the plot and invade without loss of life. I think there may have been plenty of warning but they were incompetent to stop such an attack.
yes, but while they KNEW it was going to happen, i think they BELIEVED it wouldn't. it was incompotence, not malice. once it did happen, of course, they milked it for all it was worth.
