In essence, they could raise interest rates instead of cutting them. Another concept is that of negative pricing - including in the price of a product the negative costs to the environment of shipping from China let's say, could significantly alter its profit margin. In the short-term, this would result in a recession obviously, but it would be impetus enough to promote new products and technologies that would emerge out of necessity to reduce the world's carbon footprint.
