In My Opinion, It's a combo of those and a whole lot more, like content of character, and ethics, and sense of self-worth.
I can tell you how you can judge some people. See how they treat their Women.
Neither, by one's life experiences.
Without trials, tribulations or "tests" neither attribute may singularly "meld" an individual into a mature or wise person...but since there's only those choices, I'll vote for one...
