Voted : Yes
I could see so many people running back to 1947 and trying to buy IBM stock, or trying to kill people they felt were dangerous to their worldviews (civil-rights peopel figuring that Africans would be better off with AK-47s, white supremacists trying to kill the civil-rights movement with a well-placed bomb), that the Continuum would collapse.

Voted : No to going back in time
I say no because I think it would most likely be made agianst the law for this reason: In order to go back in time, you would have to unravel all the events that occured since then and now, and because of simple quirks of nature, things would progress slightly differently. The future would change every time someone went back in time. People who went forward in time would see a different world every time they went back to their own time.

The fragile strands of space-time would collapse. Plus, would you prefer a time when doctors didn't wash their hands but did prescribe cocaine and worse, and Birth of a Nation was a great movie, and so on.
