The previous administration had an effective electronic record-keeping system as well as a policy to preserve back-up tapes that was abandoned by the Bush administration. Until October 2003, the Bush administration chose to recycle back-up tapes instead of preserving the information on them. The Presidential Records Act mandates the preservation of all presidential records. Along with the practice of White House staffers to use RNC e-mail addresses to avoid any audit trails, it seems that at least 10 million e-mails directly related to White House business have been deleted Why do you think that is?
