^ LOL Being from mullet country, I say that's probably an accurate answer.

Short on top because everyone's taught to always keep a clean haircut. If short enough, it more or less cancels the length of the hair in back. Or in theory it does anyway.

And if you'll notice sometimes, the longer the hair in back is, the shorter the hair on top.
