This is my proposal.

Michael Moore wants socialized medicine in the USA, but I think we can take civilization a little further and do something that will all but eliminate rape in the United States.

My proposal is that we establish government-funded free brothels throughout the United States.

If the sexually frustrated have free legal access to sex whenever they need it, I believe that they won't be as likely to turn into rapists.

I think it would escalate it immensely. The idea that prostitution is legal would be a singal, to the rapists mind, that women are now more of a commodity than before. The governement sanctioning the renting of bodies for sexual use would create an "anything goes" mentality among those so inclined to rape in the first place.

I think it's legal in Las Vegas, but I'm sure Rape still occurs. I think the Rapist has more issues than just access to Prostitutes.
