but what about other languages? Swahili, german, russian, japanese, etc. how about just a little ballot box pictures representing voting? that would be universal.

I guess you'd first have to find out what a good image would be and if it were universal, you'd probably have to spend a fortune promoting to everyone that the image meant "here to vote." I think the signs did have a picture on them? Can't recall. But that's another issue. If I can't recall what that image is, what does that say. As for the other languages, I think it is fair to consider what your major population demographics are. For example, in a small town in the Midwest, I can't see them having it in any language but Englis and Spanish. But I do know from a book that in Ohio, they used to have the signs in German too.
