On some levels, of course, but it does depend on how you define success. To some it is, to others, no. I guess who ever is making the statement, in this case Cheney, in his eyes it is, if he truly believes that.

If the object was simply to invade, then yes, because they invaded. Ta Da! But if the objedct was to cause something positive to happen because of the invasion, then no. Ta Da!
