Give registered sex offenders a shot of something that makes them permanently allergic to cheese, pizza, candy. Better yet, give them something that makes them permanently allergic to CHILDREN. Hey, I might have something here.
I don't know if they do this at CHUCK E. CHEESE but the pictures of sex offenders are posted in every place in Elmira that children gather, but yeah, you are right, would be hard to stop .

If anyone finds out they are on the list they can be arrested if it can be proven they were near the kids. (video monitoring) There are many people who check the sex offender list and might spot them...
