I think that there's soem part of owners such as that who are really sick bastiches, who inwardly get off on seeing their dogs do that.

I think some just plain don't care. Or are stupid. Sure they might want to just play, but that can be dangerous with a dog you don't know well.
My former neighbors had a mean one that they kept outside at times and he ran the roads. Luckily, I never had any encounters with him as he never bothered anyone when they were off of their property. I'd just run him off with out loud "go on" when he got too close for comfort.
If it's a problem, larry, start carrying mace or pepper spray with you. Give the dog a command like "Get" or "Go on" and if he doesn't, spray him in the face. He'll soon learn that he better take off running when he hears those words.
I had to spray my other neighbor's dog on a couple of occasion when he got in my yard and started to fight with my dog. Didn't hurt him a bit, just severely irritating for a little while.
My neighbor's new dog comes over too, but likes my current dogs thankfully. Luckily I don't have to run him off because he's scared of a couple of my cats. I think he got his ass whooped by one.

As a kid I thought all dogs were friendly, then got bit by a Collie.
If you don't like the idea of spraying a dog with pepper spray, you can fill a bottle with water and put some of your piss in it. Yeah, that probably sounds kind of gross but it's just a little bit and it's not like you're spraying yourself with it.

get a faster bike. no but seriously you're right. just today we watched as this poor little puppy barked and whined because it was all caught up in it's leash while it's fat selfish owner was in a starbucks. people just don't raise their dogs well anymore. they don't care.

Yeah it happens to me and some people care and others don't give a sh*t. I don't really have a problem with dogs though since they don't wanna hurt me.
I've been with friends before and I can pet the dog but the dog bites everyone else so it's weird lol.

In my experience they're utterly oblivious to their dog's behaviour and/or don't give a toss about whether it's bothering others.
Worst of all, these dog-loving bastards get really annoyed when you aim a well-deserved kick at their sodding animals.
