The power-holders may change, from communists and the Soviet military, to mujahedeen, the Taliban and now re-empowered war lords, but the behaviour is consistent. A culture of impunity, highly personalized rule and abuse of large segments of the local population based on tribal, ethnic or sectarian affiliation. There are no institutions - just powerful men. And the population is resentful and alienated from anyone who holds or represents power, whether they are warlords turned governors, the Afghan government or the international forces who support them. In the last six years of NATO military presence in Afghanistan, there has been a predominant emphasis on quick and dirty fixes that haven't worked. The solution may lie in the development of a more accountable government, with representative institutions and service delivery to the local population.
