It's hard to pick just one - In terms of beauty and atmosphere, I like Mediterranean Europe - Greece, Italy, the French Riviera, I have never been to Scandinavia, although I would like to so I can't say whether any of the countries there are the best...
p.s. I don't think Iraq is in Europe.
