If you claim them, don't they have to have a social security number?
If they are legally your adopted children they would also be American citizens right, or no? If that's the case it would be no different than the mother living in one country and father in the other, if he provides support seems as though he can claim, just my thoughts, I don't know if correct.

If you spend US dollars on them, you should be able to claim the expense.
^ but could you actually claim them on your income tax as dependents or as a charitable contribution? I don't know the answer, interesting question though

If they didn't live in your household I don't think you can claim them even if you are divorced you have to work it out with your spouse... if you adopt them they have to be with you, or you can only get a (limited ?) refund for sponsorship. Maybe if you list them as having lives with you... but as you can see, I really don't know...
