WHAT DOES NOT HAVING PERMANENT MILITARY BASES IN IRAQ MEAN?

[+] serious ballot by justanother

The US has been promising to renounce any permanent military bases in Iraq once the current UN mandate expires at the end of 2008.

The US military is currently hammering out a pact with the Iraqi government to set out the legal requirements for remaining in Iraq after the end of 2008.

The draft language clearly states the US does not seek a permanent military presence in Iraq... however, there is no restriction in time or access for the US to "conduct military operations in Iraq and to detain individuals when necessary for imperative reasons of security", and there is the demand for control of Iraqi airspace below 29,000 feet.

What do you think that means?

The US will keep indefinite (sorry temporary) access to Iraqi military bases and keep them under US
The US will turn over their bases to the Iraqis and just borrow them back... temporarily
The US will not use any military installations for offensive operations, just defensive or retaliato
Iran is toast
Syria is toast too
The U.S. will maintain a "foot print" and will intervene if and when it's deemed necessary
