The US military is currently hammering out a pact with the Iraqi government to set out the legal requirements for remaining in Iraq after the end of 2008. The draft language clearly states the US does not seek a permanent military presence in Iraq... however, there is no restriction in time or access for the US to "conduct military operations in Iraq and to detain individuals when necessary for imperative reasons of security", and there is the demand for control of Iraqi airspace below 29,000 feet. What do you think that means?
